yeah it's a known bug, idk why it's been stuck like that but it is lol. not sure if there's some reason it can't be removed or what.

Is it just the timer that is broken, or is the recycle beast actually changing items more than once per day? I thought that was why the timer was added, but I can't seem to find any info about it.

the recycle beast used to cycle to the next set of item requests every day at midnight. then it was altered, i think with the intention of having one or two changes over the course of a single day at randomized times. in practice what ended up happening was the recycle beast now asks for a new set of items every day at 7 PM.

the message was intended to let you know when the request last changed, likely so you could anticipate if it would change again soon and decide whether to start buying items for the current requests or wait for the next changeover. but because this system never worked out, it's just kind of been stuck on that one date and time.
