I am in the process of submitting an overlay for approval. Does it matter what the pet is that is going to be getting the overlay? I was told the pet getting the overlay had to be similar to the overlay art. What if there aren't any similar pets??

gotta say from experience the "close enough to the pet" is extremely broad haunted was a nightmare bhakoru yet the overlay looks nothing like it but i had it approved first try with no issues
if there is no fitting pet i try at least look into fitting pet color so i can match the two that way - brutalism was arid blob haha

The official custom overlay rules are here on the upload page. Officially, your art can't misrepresent the pet's color or species or look like a pet from another pet site. So if you're putting an overlay on a Bloodred Bumbus, it can't be made to look like a Vibrant Bumbus or a Bloodred Torrey or look like a neopet or something. An overlay for a Ruffie that looks like a different real-life species of dog would probably get approved.
All that being said, since technically this is a rule question it's generally recommended to file a ticket anyway

Thank you for the clarification. My issue is, the overlay is a 'species' that doesn't really exist, other than it's meant to be a Blob pet. So, do I HAVE to use a blob pet as the base?? I have a pet that I think might work, but he's not a Blob... so I'm unsure. IF I upload the overlay and it is deniec, do I get an explanation as to why it wasn't approved?? That would be very helpful also.
I haven't had an overlay denied, so I'm not sure off hand. If your overlay is specifically meant to be a blob though, I would assume you would have to use the overlay on a blob pet so you aren't misrepresenting what the pet's species actually is.
If it's referencing a color of blob that doesn't currently exist, that's a bit of a grey area IMO, like if you wanted to use an autumn leaf blob-style overlay on a different Harvest pet. But if it's a reference to a blob color that does exist, you might have to put it on a blob pet
Would I need to use a blob pet, even if the stats of the Subeta pet are clearly visible? I've got 4 overlays in the works. 2 images are already done. The other two were just started by the artist today.

Sorry, the only overlays I've used are just edits of the original base pets so I don't have a lot of experience with what is/isn't generally allowed. That's just my interpretation of the rules, that if the overlay is meant to represent a specific Subeta pet, then it has to be applied on that type of Subeta pet.
The upload page has a text box where they ask which pet you intend to use the overlay for to avoid misrepresentation, so my understanding of that is that you'd want to get as close as possible given the pet colors that are available (so using my leaf example, some form of Blob or some other type of Harvest pet, since a Harvest Blob doesn't exist atm).
