The official price can be in CSC or other currencies (such as Candy Hearts os Steamwork Trinkets). I assume in this case it was CSC. :3

I think somehow the rarity (110) got into the Official Price field, or did Collection items initially cost only 110 CSC?

No...the collection bags are 250 CSC, while the items within the bag are always listed as 0 for original price. I'd say you're correct that its just a typo.
