How do I add the frame around my headshot when you see it on someone's profile or in comments?

In the wardrobe, it's under Personal > Cosmetics at the top of the page c:

Sometimes the borders you have unlocked will show as locked. I'm not sure if there's a rhyme or reason to when it happens, but mine seem to be working currently. Just as a heads up that it might happen
