There are like 50 different rules for uploading CWs.
Ok, I get it. Inappropriate content is, well, inappropriate, and to prevent copyright issues, art must be 100% original.
But why is there a clause along the lines of "you're going to be reuploading this a lot to fit all of our rules"? What's the purpose for the other rules than those 2? The artists which people commission aren't going to like having to redraw the things 10 times.
On Roblox, if you upload an asset, it gets a quick moderation check that takes about 5 minutes. If it's approved, it's approved, if it's denied, your account gets banned because you most likely uploaded inappropriate content.
Here we have schedules where you have 2 windows per week to have a CW reviewed. If you miss them, tough luck. Yes, I get that there isn't much staff here but people CAN and are WILLING to volunteer. Restricting your staff team to US only is just discrimination and leaves out 75% of the community with no way for the 75% to ever try and apply, even if they meet all of the criteria and could be an amazing mod/admin.
I'm not sure what you're reading that gives you the impression things need to be repeatedly redrawn frequently to fit in the rules. Items that are denied typically just need tweaks and don't need to be redrawn from scratch (and for artists who regularly accept CW commissions, they tend to have a feel for what's expected). The rules as a whole seem pretty straightforward to me so I'm not sure which ones you don't see a point to having in place.
The windows where CWs are reviewed aren't the only windows you have during which to upload them or anything. Your item will just sit in the queue until someone is able to get to it. who is the main CW staff member has a demanding full-time job outside of Subeta, and unfortunately CW approvals/denials aren't really something the average user can volunteer to help out with, even if a volunteer position like that were feasible for the site in general
There is only ONE administrator which can review and confirm uploads? Now I understand the very narrow windows... sheesh.
A lot of it - in addition to what was already mentioned - has to do with the three/four differences from copyrighted material, even though some things really push the envelope with that (I've nudged that envelope a couple times myself when I did CWs.)

Is it easy for a small company to hire people outside the US to work? It seems like there may be hoops to jump through.
Roblox likely makes more money and has a larger staff. Google says there are currently 1,428,902 players online on Roblox. There are 260 here.
I've submitted CWs and have had no issues. The rules are easy to follow and the hoops to jump through are minimal. If anything, it's simply a few days' wait.
Subeta is a small site. Back in the day, we had more staff but now there's maybe a max of 200-300 users on at a time. Tbh, and I say this lightly, the answer to this question and your others boils down to the same thing. Subeta isn't the site it used to be, Many haven't had issues getting CW approved and the process is pretty straightforward. They want to avoid copyright and make sure they're safe. Subeta might not be the way it used to be, but it's still a lot of fun.
