I seem to remember there was a chance you could keep a Galaxan Wasteland minion if you fed it. But the page doesn't mention it.

yes you can on very, very rare occasions pick up a minion. I have found however the odds of picking up a cheap, mundane minion are much higher that picking up a rare, donation item minion. I've gotten all the achievement levels for this game and have only picked up handful of minions.

yeah i think the chance of the bubble popping is ~1/500 or lower. i've fed 1411 minions and the bubble has popped 2 or 3 times for me. i don't actually know if the rarity of the minion has any impact on the probability; i suspect it's just completely random.

Coincidentally I just popped my first one yesterday or the day before ( just under 200 fed at the time.) but it happened to be a minion I already have, and is a shop common (rarity 47)

Still was nice having it confirmed it happens. (even if it was a bit anticlimactic.)
