I see that the diminutive form of avatar, like what's used on the dash feed, now have frames, and I saw I obtained at least one, but I don't know where one goes to change it? I poked around my user preferences and saw where to change the headshot, but not the frame.

your avatar border? go into your wardrobe, click personal at the top, and then click cosmetics. there are a lot of different ones and they are unlockable through different achievements, and each one has a description of how to get it :)
