NPC Shops not restocking/refreshing?

Anyone else notice this? I've only checked Thimble and Co and Rathskeller but like...they aren't restocking?

Edit: Yea no I just went to 3 others. I think it's all of them.

the times are not updating but weirdly they are restocking still
