Shops Not Restocking + Alerts Not Functioning (should be resolved!)

Are the shops showing times like "Restocked 52 minutes ago" for anyone else? I checked the news and forums but didn't see an announcement/mention of lowering the restock frequency, but it's usually every 5/6 minutes... It's every NPC shop for me. Wanted to see if anyone else was seeing this, or if it's just me.
Since there are now 5 pages, a quick run-down of updates/info on the issue for readers: Shops are restocking again, but alerts across multiple features are still not functioning properly. Update 11/8: Alerts appear to be working again!

The shops aren't empty, but whether that means there are restocks and they're not being tracked, or whether that's just the stuff that is left after people picked at it for 13+ hours I don't know.

Pretty sure the latter -- Been keeping an eye on some shops and there hasn't been anything new, and the numver of different items is shrinking.
