I wanted to update my subscription so canceled my current one because I didn't see an upgrade option so thought it might have just been because I had a service. But I cant re-subscribe to the higher plan.

we've asked for an upgrade system and staff have said they want to provide it but could be a while before it happens.

In the meantime to change your subscription you have to quit the current one, then wait until the time when it would rollover before you can sign up again. I think this is so that you can't quit and resubscribe to get an infinite number of the free subscription items.
