Is it possible to obtain previously released skins for other holidays?

Getting some of the experiment skins would. Be cool.

Only Zombie skins are available during Survival. The rest are either available from the Zapper during Morostide, or are obtained in other ways.

The Lace skin is gotten randomly when buying from the Subeautique, the Flameo skin is a Fireside achievement reward, the Ice skin was from an event (I think in 2016) but it's possible it might come back in some way (like maybe the Ice Fields since some new achievements are planned for that), and the Rift skin is gotten randomly when throwing a Rift-related item into the Rift (and some other things too but I don't know exactly what).

Oh yeah! Cause couldn’t you use the zapper on your avatar at some point??

I was thinking the experiment skins were from getting that specific experiment while using the zapper.

During Morostide, the staff turns on a feature for the zapper that can zap our human avatars and give special zapper only skins, which include the experiment skins. Morostide is the only time you can get them. :)
