i got hugged by the tempest for the first time today, and didn't get an achievement nor the "hug from the tempest" border on the new subeta. so i'm just confused. did i miss something? is it a random chance to obtain those things? i got a "Storm Honey" from it

Yep, the achievement/border happens randomly when you see the Tempest. I think it took me a few dozen Tempest encounters to get the achievement. He always gives you an item, however!

also if you summon her with the there is zero chance of getting the border. The border can only be triggered by the actual random event.

i didn't even know you COULD summon the tempest yourself. i learn something new every day around here~ :D
