Angelic would be the most expensive, as it is a Cash Shop color.
Steamwork is one of the harder pets to make if you don't want to spend too much SP. It's still 1 mil from a shop.. that is open 8 am to 8pm subeta time.
Although trying to snag any of the Token Shop potions are pretty tricky - you need to have enough tokens before they run out of the potion.
You can get Graveyard and Reborn out of the Vending Machines. I think maybe Nightmare as well? Not sure on that. Or you could before I think still?
Harvest is a Glade Potion tossed in the bonfine during the late fall/early winter holiday. Fireside. The Ordinate Pitcher can be snagged from the Seedlings Shop and that is used to make a Glade Potion.

I would say Angelic and Blacklight, for my own part. Basically because you need CSC to purchase those.

In my experience getting the exact experiment pet you are zapping for at the pet zapper can be the most expensive thing. One pet took me over 80 zaps, at 15 wizard tokens and 400K per zap to guarantee an experiment, because each zap is random. Even going the cash shop route and getting a Miracle Potion II to get the exact experiment without the hassle of zapping is more expensive than Angelic. Sometimes you get lucky with the zapper and get it within the first few zaps; if not, it can eat through your savings real quick.
Angelic Neela would be 1000 csc if purely doing it via the cash shop. Specific experiment would also be 1000 csc through the cash shop. Those are the most expensive to my knowledge right now.
SP and csc exchange changes, it can be less to just buy the item than buying the csc card though.
