I'm brand new to Subeta, and truth be told, I haven't heard the best things. I was recommended by someone off Flight Rising, but then others started warning me about this site. How is the community here? I heard the devs went toxic. Is that true?

There can be pockets of less than stellar people, but in general I think the community is great.

The site does have stability issues, but for the most part staff is fairly responsive.

I've been playing for coming up on 15 years now with varying levels of activity.

Welcome to subeta! The site is entirely what you make of it. You can choose to focus on the negatives (site stability, pockets of toxic areas around the site, sometimes long response times from staff, general lack of organization and planning, dying forums) or focus on the positives (site exploration, games, easy to make site currency, site events, plenty of collections and achievements, pet and pet customization, wearables, and overall friendly and helpful user base).

I would give the site a chance, play and see for yourself if you enjoy it. You are just starting at the tail end of luminaire, subeta's version of Christmas, so there are a lot of user run events and an overall festive atmosphere.
