I don't know if it was intentional or not however I don't think it is. Sarah is now not letting you do quests over 500k, when before I am pretty sure it was a mil or more. Saggitarius is now letting you do quests for 500k and over and I am almost sure it was 1.5 mil before?

Saggi says: I expect a certain amount of sP to be put into my quests. Sadly, you just can't provide that.

But yes, you can quest for Sarah if your account is less than 6 months old, or you have less than 1.5M. For Saggi, its indeed a min of 1.5M.

[edit] Did you put sP in your vault and forget about it? Or have a trade that's on offer but not yet accepted? Both of those can affect your questing qualifications.
