I remember a year or so back I was upset because I had made pretty eyes CSC wear-able, but was not permitted to submit it because they only wanted the official devs in charge of facial stuff...

And now I found a smile in a user owned CSC shop and that confuses me, is it allowed now? can we post mouths, noses and eyes?? Is this some kind of rare exception and did this person get special treatment?

They're now allowed.

You should be able to submit your eyes now if you still want to :)
