I came back about 2 weeks ago and noticed all the shops have a ton of stuff in them. When did the shops change to over stocking items. When i left half the shops where always empty and everyone bought everything out. Now there is always so much in them. Do they still clear them out every so often?

They're cleared once or twice per day.

The shops were changed to make it easier to restock for quests.
