I got an event saying that Tempest wanted to play with me- I went and got the item requested, but when I tried to re-load the page less than a minute later it said it had been too long since the Tempest called? Was this because I reloaded the page or did I really take too long?

tempest is not a quest-giver. when tempest visits, she's giving you a gift! you should have two of whatever item it was in your inventory, the one she gave you, and the one you bought.
