[Buying] Can You Draw Humans AND Tentacles? Paying USD, CSC, sP!

So, I'll get straight to the point: I have a human character, Ellis, who, for typical DnD reasons, has a very creepy tentacle coming out of his back! I very desperately want art of Ellis and his new tentacle appendage, but I feel like I need a particular kind of artist to draw this tentacle. It's a little eldritch!
I have a complete reference picture of Ellis (linked), but only text descriptions (provided by my DM) for the tentacle:

The hardest part for Ellis to get used to was that the tentacle never really seemed to sit still. It had unified with the center of his spine, about halfway up the back, and always it seemed to be filled with a fiendish curiosity for the world around it.
It was about six feet long, taller than Ellis himself by some distance. It was thick--four inches in diameter, though it tapered slightly before widening again at the end. Its surface was green with black veins sometimes seeming to spill out into black patches. It was very textured, covered in tiny, grabbing thorns that would become soft as Ellis touched them but viciously stab anyone else like a cactus's needles. The top of the Tentacle ended in a squid-like suction grip, lined with much larger thorns that ring the twisted and dark sigil in the middle.
The sigil itself is reminiscent of a plant, with roots clutching an orb, and irregular twisted branches reaching upwards as if to greedily snatch away and consume the suns rays. It looks watery, as if always poised to leak oil, yet the surrounding plant matter seems to absorb this substance before it can go anywhere.
Although it doesn't have to be 100% perfect, I would like most of these details! To that end, there will have to be some back-and-forth on the design of the tentacle, so please be prepared to work with me on that!
I want this to be a really nice piece, and I also want an artist who is creative and willing to draw a weird tentacle, so my budget is pretty open. I have no idea what rates are like for CSC and sP, so if you want those we'll have to talk a little more so you can educate me lmao, but in terms of USD, I'm basically "opening" it at $150. However, I'm definitely willing to go higher than that, based on what you can offer!
