They are only from certain opponents around the fifth time that you battle them. Each opponent who gives them out only gives them out once each.
I'd recommend using this google spreadsheet that another Subeta user has made which tells you what loot comes from which opponents.

If you have any other pets that are battlers or at least have decent stats to get to tier 2, you can use them to help you! Heck, sometimes even tier 1 is all you need if you have some good weapons and scrolls.
Plus, there're the potions in the easy section of the Battle Shop that will help move things along. If you use those, I would recommend only getting the "Limitless Endurance Potion". That way you can use those to raise your HP and you can spend your exp on the cheaper stats.
