The last topic was from five years ago. Maybe things have changed.
There is an old submission of mine that has extremely fuzzy looking line art. To that point, I'm sure no one would be upset if it were updated to reflect a more polished looking piece. Have the staff changed their stance on the re-furbishing policy? Is there even a solid policy?
If replacing the existing items art is still not allowed. Does anyone have experience with how lenient are they on us releasing a very close replica of the item with updated graphics? Not 100% identical, but not entirely different. I'm out of the loop on this and the new CW re-hash stuff that is happening. If anyone knows, I would appreciate if they shared their experience.
As far as I'm aware, it's not possible to 'revamp' (replace the art of) an existing item. I have however seen, and been a person who has drawn an alternate version of an existing item to bring it up to date. I have two examples of this, and I will mention that my changes have been pretty drastic, so if your changes are going to be incredibly subtle, you may want to consider posting in the FAQ board so that perhaps someone will see your question sooner; LINK TO FAQ

Just wanted to chime in and say that I successfully revamped an old item a few years ago, but it was interior shading only, and I did not try to re-release the old colors in the new style.

In the new intro to custom wearables, it states that changes to the lineart constitute a new item with a new name and CI, so 's examples would be correct. Otherwise, there aren't rules in place for revamping old items. I might be mistaken, but I think mentioned that the idea was/had been tossed around, but it doesn't look like it's going to be instituted for now. I could see how it might open a new "kettle of fish" as it were, since some people don't like even old Sp items to be revamped, and of course CWs are paid for with more precious CSC.
When we first started looking at the CW revamp a few months back, we did briefly discuss allowing revamps of old art, but the list of cons unfortunately outweighed the list of pros. It's something I would have loved to offer but realized it was extremely impractical.
That being said, it's definitely okay to draw a new version of an item to bring it more up-to-date :)
