Ok I have two questions. When it comes to pet overlays as long as the information about a pets color and species is visible can I make it look like anything permissible under Subeta's other rules? I am asking because of the misrepresentation rule and I want to make one of my pets look reborn chibi.
The other questions I had was how do I nominate someones pet? I have seen at least a few that I would like to nominate but I don't know how. Any further explanation of how nominations work would be useful or if you know of a guide somewhere.
Question 2: Somewhere on their profile will be a link to click to nominate. If the link isn't there, the individual has deliberately removed it. If its a friend, you can ask them about it. Its possible that they forgot to set it once their pet was finished. Its also possible that they don't want to be nominated.
Question 1 - since a reborn chibi cannot exist, I think this would be fine. However, you are much better off submitting a ticket for this, since rules clarification should be asked to staff directly. We can only guess and you're the once who will get in trouble if we're wrong, not us.

As said, since a reborn chibi doesn't exist, you should be okay with creating one and using it as an overlay.
The question of misrepresentation comes into play when you are misrepresenting the species or color that a pet is. For example, if your reborn chibi is clearly a telenine, but you have it overlayed on a ruffie, you would be misrepresenting what pet you own. However, if your overlay is a more generic dog that doesn't really look like any Subetan species, you could put it on a ruffie or a telenine (or, really, any species) and this would not be a misrepresentation.
Similarly, with color: if you make a reborn ruffie and then you use it as an overlay for a common-colored ruffie, then you are misrepresenting the pet that you actually have. It's like trying to get around the cost of the potion by changing the picture, which is not in the spirit of the game.
But a reborn chibi is not an actual Subetan color, and so you could not use it to misrepresent a pet that you own as if it was that color. You can't misrepresent something that doesn't exist.
To be on the safe side, you might want to make that pet reborn or chibi (more likely chibi, since that's cheaper and if I understand you correctly, it'll be more chibi-like with reborn coloring anyway). But that may not be necessary. That's where filing a ticket would come in handy.
