The kind that Quentin sometimes gives out. I know they are wearable but they sell for like 300k + So they must do something good right?

They are used by The Mage You will more than likely receive a Shard which is worth peanuts (< $10k? each) BUT You have a 1/6 chance of getting a Tome which is 3m+ and can be used for 1-3 of each stat or read as a book.

You'll get the same type of Shard/Tome based on the Amulet used. I.E. Turning in a Fire Amulet will get you either a Fire Shard or a Tome of Fire. The amulet and tome are easy to sell so its really up to you if its worth the risk since the Shards are almost worthless in value.
