If you're asking for writing rates, references would help, unless you really just want someone to write whatever. An artist wouldn't know how much to charge for a character until they knew what the character looked like. Similarly, you don't know how hard a writing assignment will be until you know what info you have to work with.

You might also describe the expected word count of the finished product.
