A villainous mastermind with eldritch powers.

Heroine is called Eagle and has gazerbeams from her eyes so she needs those shades and has acute vision for miles. She also flies but it can be very tiring so is as likely to take an elevator to the roof.

Witch Elm, a phantasm that lingers by possessing living plants and using them as a body, sort of like swamp thing, but most of their powers are psychic abilities- the plant possession is one of them! Animals are either too complex/willful to possess if they’re a villain, or too unethical if they’re a hero.

La Mordida makes long range telepresent paralyzing bites. She doesn't do what the government wants her to do if that thing is something she knows will hurt people so some think she is a Villain.
