There are stat boosters that decrease level but increase other stats so makes sense to have a leech.

I think a good compromise is, you can't go below a certain level if your pet has stats... like you can't just have 0 level and a fully capped pet... I doubt that's damaging but if they want to kinda put restraints on this for whatever reason... if your pet has stats you can't go below the lowest level to those stats?
If that makes sense... (Like if your pet has 25 to each stat, you need level 10, you can't leech levels below 10)

I recently levelled up one of my pets but got carried away . Now it is out of sync with the rest and I know it is going to bother me immensely.
We've been shut down a few times by staff regarding level leeches. But my opinion did not change: I'd still find them very useful.
I don't understand why they don't want us to have them when we can leech every other stat.
(Don't quote me on a that - I don't remember the big words anymore ...) I think it's because people could 'abuse' the leeches in order to pay less for training cost? I also remember that we were given other level reducers in the past (before the leeches).
That's all I can remember from the few boards that were shut down.
I'd also like to see level leeches, but I don't think there should be any restraints. If you want to have a capped pet with 0 level, that's all on you. People really dedicated to that could pull a lot of battle tokens out of the game since it's arguably a vanity stat that only affects your ability to train your pet and not its performance. The only potential downside is people attempting to game training time and cost on really unevenly statted pets, but I'm not convinced that's a big enough concern to not give us level leeches.
The idea that a pet with high stats should have a high level is dumb. With the right resources you can just use some boosters for enough stats to start battling, then only gain stats from the experience earned from battle quests, skipping the training center and the need for levels altogether.
If someone for whatever reason wants to shave 900 levels off their T10 pet, there's not really a reason to not let them do that and have them blow a bunch of sP and tokens at the same time.
I don't think you can abuse training time, as it won't let you put in training if your level is not adequate for the other stat you are trying to train.

Take this hypothetical pet: level: 352 health: 1354 strength: 880 defense: 880 speed: 231 T6
The owner has been pumping experience into health, training strength and defense, and probably used custom CSS to prevent accidentally training speed. Each training session for this pet is 225 minutes long.
But as you know, an uneven build can be frustrating and bite you in the butt. The owner of this pet is tired of being critted to death by the Gatekeeper. They could buy speed boosters to help fix that. Or they can leech off level until the pet is level 93 in order to train up speed in 90 minute sessions for a lower cost.
So it can be gamed, but it's limited in use and is a lot of work to do so. You may save sP and tokens depending on the cost of the leeches plus training compared to the cost of the boosters, which someone smarter and more motivated than I am will be able to calculate. I'm not sure this should even be a concern, honestly. Battling isn't really competitive, and there isn't a meta or strong pressure to be as efficient as possible.
Yes, but only the speed at the lower level and not once caught up. You could do the same with never having used the training center and only boosters, so never having high levels until wanting to do the same thing.

I think this is the only way you could abuse it, and as you point out it's really limited, and would take a lot of figuring out to determine if doing this would even be a better choice than simply boosting the low stat. If the BAs or staff are thinking of a different way this can be gamed I'd like to know what that is.
No, level controls time and sP cost in addition to how much you can train.
It looks to me it would benefit allowing for the majority to have flexibility for their pets. The con is so limited, it's almost not a thing.
