Why doesn't Charity give out items more often then 1 out of twelve? Also, if I give something other then an item from Fantine I get a better result.

I've gotten that sweater but that's been it, I appreciate not getting an item every time as the market just gets flooded and there's no value to them but besides a few really old items, the sweater is all I've received after numerous donations of varying items from old Morostide stock, Fantine and shop bought foods. Am I really that unlucky??? Second thoughts don't answer that!
