I have a pet I keep out of the resort I did but them in there once by mistake but that's been almost a month ago when I adopted it. Would that prevent it from ever playing again?

iirc if a pet has a minion it keeps them happy as well, which would usually keep them from playing with items too

You need to remove their minion, because it automatically raises the pet's happiness to max every hour when attached.
