I have decided to get back into doing Pet Overlays and I do know the usual sizes are 400x400 and 200x200, but what is the best recommend size for when you work? Like, is 800x800 large enough or is it better to work at 1000x1000 pixels?

When it comes to petsites, I prefer to work at exactly double the required canvas size. This has two main advantages:
First, it stops me adding details that shrink down to a cluttered mess - the most important benefit, to any artist.
Second, and this is probably unique to my exact editing software, I can only zoom in neat increments of 25%; odd increments create a warped and pixellated effect. At exactly double size, I can zoom to 50% and see the image exactly as it will appear on site.
If you're super uncomfortable drawing at such small sizes (800px is still pretty small IMO), you could quadruple canvas size and just zoom out really, really often to make sure you don't clutter the canvas.
