Currently some of the larger HA base eyes or even item eyes such as are placed way too high up on the face. Especially when combined with items such as it looks very weird because there is not much forehead left this way. And the base eye Timid looks weird regardless of hairstyle for the same reasons, placed too high up on the face. With large eyes the closer to the earlobe it starts the better it will look, which is probably why most users avoid the larger base eyes as they look weird due to starting too high up on the face.
Therefore please consider this suggestion: A vertical placement scroller for the eyes. You could execute this as e.g. a folder for the eyes, similar to groups in most art software. For example an eye folder. The base eye could be in this folder for example, but users can also drag their eye make up/items in here. On the side of this folder is a scroll bar that users can drag up and down. E.g. Dragging this scroll bar all the way down would move everything inside the folder all the way down. If this is kept seperate from the eye layer there is no issue, but if it is somehow merged with the eye layer I would recommend to also have a feature to hide the base eyes in case people want to use the item eyes such as Cut Fire Agate Geode, or add a browless base eye so tiny that any eye item would completely cover it.
Oh, boy. I can hear the complaining about how complicated that would be and see this getting shot down immediately, despite I'd love nothing more than to be able to customize my HA's face more.

Honestly, a vertical scrollbar for eyes is nice, but why not let us reposition all apparel within the canvas?
I've only been playing in the wardrobe, but so far I've experienced:
Noses half-way inside mouths (do I move the mouth down or the nose up? Either would work I suppose)
Eyes obscured by hair, masks, noses, or head accessories
Earrings and other small accesories getting lost in hair and/or shoulder apparel
Shirts/sleeves/etc that just barely poke out above or below something else, creating weird illusions or breaking silhouettes
Foreground items that perfectly obscure the focus of the outfit, which is an awful shame because they'd be a perfect addition if positioned otherwise
Background items that look great independently, but some small part of them just peeks around a shoulder/limb in such a way as ot create illusions/broken silhouettes/generally absolutely ruin the look and necessitate either their removal, or the careful addition of accessories to hide them
(I know this will never be implemented, posting on suggestion threads is how I handle my frustration at missing features)
