One of the items on the HA is a held mask and the item description says it's a mask. If the name is changed to Cruel Fandango Mask we could wear it for dances at Masquerade (I couldn't see a suggestion for this but it's hard to find old topics when the forums don't have a search)

Or just allow it iwithout changing the name - this is absolutely possible

Personally, I just wouldn't allow CWs (my only CW IS eligible to be used for the masquerade, and I would rather have it not be), but hey, it's your call

support...I mean, its obviously a mask and it would be great to use for masquerade.

Of course, it could still be used, just layer a "real" mask under the HA. But that would probably get confusing.

If I remember right, you can layer a small mask (ex. White Eye Mask) all the way underneath your base and it still counts for Masq. That would be one possible way to use the Cruel Fandango if it's not going to get renamed.
