I tried to search for this answer, but wasn't able to find it.

He wants me to play with my pets, but when I give them the item he says, they all say that they are too tired, including a pet with full energy. Not sure what to do.

You actually want to play with a pet who has a happiness score below 10. If they're at 10/10, they're already completely happy and will refuse to play with a toy. :) (Note that if you have a minion on the pet, they'll always stay completely happy.)
