I saw Boudewijn a couple of times in the dancefloor, but never got the duel popup. even though I waited almost a minute before closing the window. I saw some people were complaining about the same thing in the Masq news...

His avatar on the dancefloor is random and doesn't always mean a challenge. However, over the hundreds of dances I've accepted and had accepted, checking the ballroom link every time, I've gotten him about 2 or 3 times. He seems to have an extremely low rate this year?

Yeah, his avatar just being there doesn't mean he'll challenge you, but I do agree that he does seem to have an extremely low rate this year. I got him once within the first few dances of the event but have yet to see him since and I've checked just about every ballroom link I've had.

Hundreds of dances later I've only crossed blades with him twice...

Yeah I met him on my second dance and have had many since but no sign of him.

I've gotten him twice this year so far. Though my first time getting him ever was last year.

oh, you're lucky. I got over 200 dances (maybe I already passed the 300 mark, not quite sure) and I didn't find him yet xD
