He's the guy that you can duel as part of a random event or something like that. Anyway, I don't quite understand how it works. Is it like rock paper scissors? How are you supposed to know which of the three weapons to choose?

It's exactly like rock paper scissors!
The flat sword beats rapier, rapier beats dagger, dagger beats flat sword.
He chooses randomly, so you can just pick the same weapon over and over if you'd like and your chances of winning are about one in six (though I think I win about one in three of my duels on average? pseudo rng is weird).
