Scootle Not Creating?

I tried three different times to create a scootle and I can get to the page to put in the name but then it refreshes the page to a not fully loaded page. I see the subeta layout and everything but the page is white. I made sure the name I wanted wasn't taken too. Is this a bug? Thank you for the help.
