Hello!! I'm looking to be able to make clean, cel-shaded artwork. I'd like my art to be close subeta's style for overlays and potentially to be hired some day (rip).

My program is sai. Could anyone recommend pen settings for an outline brush? ;___; And generally any tips for making something look like subeta style. Thank you so much guys!!

Honestly the pen tool would work here at a small size. Subeta tends to have really thin lines. You probably want to up your stabilisation to at least S-4 though (this is the far right option below the toolbar).

I'm not sure if you've used the linework layers on SAI (the button to make that sort of layer is on the right of the regular layer button) but you might like that option if you mess around with it enough! It can rework your lines by pressing control on your keyboard while on the layer and clicking.

EDIT: Forgot to mention that you should turn pen pressure off when lining for subeta-like work as it doesn't vary in line weight.

Here's a video on linework layers (it's very indepth but it'll show you the basics): https://www.youtube.com/watch?v=WK6K6rZuvdE
