I've been here a while, but I've never put together the Omen Islands map, and so can't access Carl's quests. Despite this, Shinwa still sometimes asks for me to go complete his quests. I never noticed Sarah, Saggitarius, or Blue Building quests in Shinwa's pool, so it seems odd that she would ask for Carl's quests. It means that if I end up rolling Carl, then I can't complete Shinwa's quest for the day.
Could Carl either be removed from Shinwa's quest pool, or alternatively could we have a reroll button (similar to the battle quests) for the users who can't access Carl yet?
[edit]I have a map now, thank you!! I still stand by my original suggestion though, as it was frustrating for a while.

it's definitely not impossible, no! I just haven't gotten around to it yet. But Saggitarius is even easier to get to than Carl, and yet his quests aren't in Shinwa's pool either (I'm assuming because they're also exclusive, like Sarah and Blue). If it were just a problem for me then I wouldn't care, but it seems unfair to new players that whether they can complete Shinwa's quests at all depends entirely on a dice roll.
RubidiumTrue. I think the only reason Saggi and Sarah aren't there is the sP ratio... for whatever reason. And Blue Building requires quite a few steps to gain access so most new players might not be there yet. I could have sworn Carl had been removed from the rotation.... no... wait sorry I think he was only removed from Weekend Quests.
His were added fairly recently because the map is so accessible/cheap. I just don't see it being removed especially since she often gives out stat boosters.

It's certainly not impossible, no. It's just frustrating to have to abandon the entirety of Shinwa's quests for the day when I get rolled Carl's quests for my first bracelet piece and as a new user I can't necessarily afford the map pieces right away.

was it added recently? I definitely remember running into his quests in Shinwa's lineup when I first joined a few years ago.

Butyeah, on topic: Carl's quests are literally the only thing you'd even need the map for now that Merana is roaming freely. When you complete the map once, you're set for any future Shinwa quests + quest-a-thons, and the entire uncharted map costs ~300k at the moment. Which is something I believe a new user can afford after a few days of (sporadic) questing?
I don't see that big of an issue with Carl staying in Shinwa's bracelet pool. ._.
@ cicada @ iinkweed If you still haven't completed the map, drop me a note and I'll help you sort it out, I have several uncharted land map sets in my vault gathering dust.
I know it's not usually as fun, and it does have some financial risk, but turning in a shard that you bought from the user shops will still work. Once in a while I'll do all my quests for a certain NPC before Shinwa, and she'll send me to that NPC (naturally). So you don't have to quit Shinwa's quest completely.
That said, I think it's OK to keep Carl in the NPCs she sends users to. It's one of the few draws to Omen Islands, and it could encourage users to collect the map pieces. One thing that might help, however, is to make Shinwa's quest exclusive to users who've completed the map--Shinwa could say something like, "Oh dear, I've lost my bracelet's pieces! I'd ask you for assistance in finding it, but I think I need help from someone who's explored Subeta more..."
And then link to the Omen Islands page on Subetapedia or something, or the treasure maps game. Personally, I'd be a fan of adding more discoverable quest-givers, too, as incentive to further explore the site.
