Please let me know the best ones for my battle pet. Here are his stats:
Level: 1607 Health: 2600 / 2600 Strength: 2801 Defense: 2756 Speed: 2622 Intelligence: 1467 AP: 83 Tier: 11
To Next Tier: 10779 / 12000

It's an achievement prize for beating Crithbolcan 10x I believe. Might be 5x either way you need to beat them to get the Scroll.
Crithbolcan is a cash shop challenger.
If you'd rather buy the scroll than the opponent, it looks like someone is selling one for 25 million right now and that is a pretty damned good price.

Scrolls alone can't win battles. You need weapons and strategy to match. Which opponents are you struggling with and what weapons do you have?

and I am having a hard time with malerias cat and the blue blob that's super strong
Malerias familiar is really tough if you don't have a dark block. You can try modding your paint brush blades with dark defense marquise crystals and two parched baguettes to protect from freezing. The thing with the cobalt scrolls too is they are only once per battle so you will need more than one.
Ol' blue ball is really hard and I would not recommend an evenly trained T11 to fight him. He is recommended for T12 pets and you will need the right blocks - water and fire.
These are the most worthwhile weapons in your set I would default:
