i'm working on a bit of an addition to the CW denial guide, and i'm trying to cover some program-specific settings that may affect overall quality! that in mind, i'm curious as to what the majority of you guys use to create your custom wearables so i can try to cover the most frequent programs people use. :D
additionally, if you use multiple different programs for different stages of CW creation, please let me know about that too!
if you can, please also let me know which version of your program(s) you use (sai v1/v2, photoshop cs6, etc!)

Personally I use painting tool SAI for everything including CWs.
The one problem I ran into was that it doesn't support GIF formats so CIs have to go through another program (mostly Paint.net or GIMP) to get that and I noticed the quality drops a bit when I used to do that.
I shifted to photoshop but only for that final step or to add effects/texture since I'm so used to SAI.
ahhh, that reminds me to add something to the OP! which versions of SAI and photoshop? :)

Photoshop CS6 ver. 13.0.1.1
Photoshop CS6. I also created a custom brush that is sharper than the default hard brushes from Photoshop. I find it makes a crisper line though as a result tends to sometimes get thin in places, so while it's not perfect- it works best for me. I have another program I haven't tempted to try, as I worry the lines would become too sharp after resizing. I find most artist likely use SAI and/or Photoshop, from what I've seen anyways.
I use SAI 1.0 for lines & Photoshop CS6 for everything else! photoshop is just a burden for clean, crisp lines at a smaller resolution so i've given up ¯(ツ)/¯

Very surprising to see that CS6 is a popular version so far (and I fully agree). The CC's just have a weird stability/slight lag issue that I can't get past when drawing.
Also a bunch of weird tablet errors were fixed by just rolling back to CS6, funny how that works.
It really feels like the most stable/light weight version to me.
I use clip studio paint! Gotta check which version it is though :0
Painting Tool SAI for sketch, lineart, shading and basic coloring. Photoshop CS6 for colour adjustment of the shading, and effects like animations on CI's. Also for bright effects and transparencies. Finally Manga Studio (also called Clip Paint Studio?) for saving my png's. So far it's the best option to keep the quality of my works.

I kno I make like -2 cws but for the few times I do, I use photoshop cc and manga studio 5
All of my first CWs for probably the first year or two were made with Photoshop v. 7 x'D But now I use Sai v. 1 for everything minus saving gifs of course. For that I use Photoshop ( cs5.1 )
I found I wasn't getting the line art I wanted from Photoshop without immense struggling and spending way too much time on it, which is why I made the switch. That being said, with the newer version I have of Photoshop it may be worth a second shot one day =P
I haven't made CWs for a while but I used Clip Studio Pro(used to be Manga Studio) and then Gimp to convert to gif. I sometimes used Krita if I had to.

SAI V1 for everything except image resizing, in which case I use Photoshop (whatever the up to date version from their creative cloud is)
I haven't tried submitting any yet or anything, but for the ones I've been working on I use the latest Photoshop CC version. :)

I use SAI for pretty much everything involving shading/lining! Usually crop using PS though since the pixels dont compress as harshly.
(i animate using PS too, but usually from PNGs ive saved on SAI, because [i][color modes/i])
