I noticed that the RoQ Candy Loish Cropped Jacket for the M base lost the red details that the F base and item image itself has.

I am pretty sure this was intentional. At least that is what I have been told.

I spoke with the head of the art department just to ask for sure and we aren't sure if it was intentional. She said she will see if one of the artist can update the male version since the original artist is no longer with us.

I'm near-positive this has been confirmed as intentional before (and was on the semi-official list of items with completely different male/female overlays when displaying both looks in wardrobe was possibly going to be a feature of one of the recodes). I think it had a thread of it's own once too, but unfortunately the forums are no longer searchable by any means (google or on-site) so I can't try to find it.
It's been brought up since the item was released: link and never corrected.
Also, isn't staff anymore? Are icons not being updated for former artists then? Not really relevant to the thread specifically but certainly a point of possible confusion/issues.
