My first quest was to go to Maleria - I did this quest and thought I had a shard. The next quest was Pete but I didn't get a shard. When I went back to Shinwa I was told to visit Maleria for Shard 1. I've done several more Maleria quests to make sure but no shard.

Same here. I'm not getting shards and Shinwa keeps changing quest-givers. :/
