How do I get these skins Flameo, ice and Lace

Flameo is a reward for an Achievement you can only get during Fireside. I think you throw a buncha stuff in the fire for this one.

Lace is granted randomly for buying from Subeautique. It's fairly rare.

I think Ice was granted as a reward for a Quest-A-Thon? I'm pretty sure you can't get it any more.

The Ice skin was a participation prize for the Snowman Contest in 2016. It is retired.

The Flameo skin is an achievement prize for the top tier of "Burned"... To get it, you will need to get burned 100 times by the Red Rreign during Fireside. To be burned, you throw the wreathed versions of the floating plushies and beanbags back into the fire. (The wreathed versions are among the potential rewards from the Red Rreign. He doesn't appreciate you throwing his gifts back at him. LOL)

Aha yes, thank you . The Snowman Building contest was a collective event where you would restock stuff and donate it to your team. This was my mistake in thinking it was that winter quest-a-thon we had.
