that happens each time new items are released (especially during holidays/events) and is not a bug, staff is aware and do not plan to change it, Amber confirmed few days back! n_n

Mmmh I see, well I can totally feel how this is annoying -- especially before the actual opening of the shop (seeing as I am the one who asked staff if something could be done/recoded about it.. I feel you haha) But! I guess it cannot be helped, as soon as Admin adds to Item Directory, then it's there and Quest will grab from that pool. u_u Sorry to be the bearer of bad news!
