are Legeica available in storm colors yet?

No. You can check on the fansite Subetalodge. Across the top of their site is a menu and the almost rightmost one has pets organized by species and color.

If it does come available, there will be a News announcement. It's likely that since Storm is a Spring color and is not just a colorfill but needs new art that you won't see any new pets in Storm until next March even if the art is already done.
