Since the decreased wait time was announced I haven't had a wait time under 5 minutes. I'm seeing 6 and 7 minute waits frequently.

And after I posted at 10:10 I started getting the shorter times.

It sounds like it's working correctly. The unshortened wait times had a max of 9 minutes. Now there's a max of 7 minutes. Those even shorter times (2-4 minutes) you are experiencing are due to the Quick Feet Buff. Whether or not it is active will determine whether you get the 2-4 minute times or the 6-7 minute times. Earning it is random.
