He beat me twice, so I clicked "skip battle", to avoid a 3rd defeat, but he came right back again challenging me after I clicked the "skip battle" button.

It's pretty common to get the same challenger multiple times in a row. I doubt this is a bug.

Yeah, as it is right now this isn't a bug. But there have been suggestion threads in that forum asking if this can be changed, or if more challengers can be added to the battle quest pool to make this sort of thing less likely to happen.
