Individual donation presents did not start until June 2006. Those items occasionally come out through the CS Hustler. Before June, all the presents had the same art and the items in the presents changed each month no matter when you bought it. So if you bought it in January 2006 but didn't open it til March, you would only get the choice of March. This is why they can't be released like normal ones.
