This is my second random event from the Tempest and it is still broken. It says that I have run out of time when I have just gotten the event and did not wait any time to get the item to get it back to the Tempest.

Tempest random events are not a quest. She's giving you the item listed on the page, not asking for you to bring it to her.

As stated, when you get a visit from Tempest, she gives you the item on the page. You don't need to give her any items. Locking as it's not a bug.
