Not liking the site layout/forum post buzz or whatever it is aside (that thing never goes away), there's this issue with something that I don't know what it is. Here's a picture of whatever is going on for me:

Latest version of Chrome, PC/Windows 10

No adblocker used as you can clearly see, no custom site overlay though I do have a code that highlights floating items in a corner but that's never done anything before. Plus those lines flash right before the next page loads. It's on every single page.
