All of the trapped minions have been fed for over 10 minutes with no sign of refresh I only noticed this since I've been doing Major Drills quests and he requested I come over and feed them... so I have been waiting for a solid 10 minutes, but it looks like I'll just give up his quest because this is happening (using chrome, windows 8)
